New Scots home building falls to lowest since 2015

The Scottish Government said 18,028 new homes were added to Scotland’s housing stock between April 2025 and March 2026, 8% fewer than the previous year and the lowest since 2014-15 — excluding the Covid-19 period.

As of March 2025, Scotland had an estimated 2.75 million homes, with 60% owner-occupied.

Around 23% were social rented, 13% were private rented or occupied rent-free and the remaining 4% were vacant properties or second homes.

The Scottish Government said local authorities managed around 329,788 homes as of March 2026, accounting for 52% of Scotland’s social housing stock.

There were 10,253 vacant council homes as of March 2026, an increase of 4% compared to the previous year. This includes stock that will be demolished or cannot be currently let as it needs modernisation.
